According to the asylum law of Romania, pursuant to the provisions of the 1951 Geneva Convention, the status of refugee is granted, upon request, to the foreign citizen who, having a justified fear of persecution due to his/her race, religion, nationality, political views or affiliation to a particular social group, is away from his/her home country and cannot, or, because of this fear, does not want to be protected by the respective country and to the person without citizenship who is away from the country of his/her usual place of residence, due to the same reasons mentioned above, and he/she cannot or, due to the respective fear, does not want to go back.

You can submit the application at the Bucharest Directorate for Asylum and Integration or directly at the Regional Centres for Accommodation and Procedures for Asylum Seekers in Bucharest, Timişoara, Galaţi, Rădăuţi, Giurgiu and Maramureş.
You can also submit the application at the departments within the Ministry of Administration and Interior: the General Inspectorate of the Romanian Police (with departments in all counties) and the General Inspectorate of the Romanian Border Police (with departments in all counties). If you have been taken into custody by the National Administration of Penitentiaries under the Ministry of Justice, you can submit the application there.
